MITI share applications

MITI applications are applications for shares allocated by MITI (Ministry of Investment, Trade and Industry), made through the AscendServ App.

How do I submit my MITI application in the AscendServ App?
  1. Log in at https://app.ascendserv.com/
  2. Select “Corporate Exercise Submission”, key in the counter name and the stock code or IPO issue number, then select the corporate exercise.
  3. Read and agree to the terms and conditions and confirm the declaration.
  4. Key in your details and the number of shares you are subscribing for: a minimum of 100 shares, in multiples of 100.
  5. Indicate your occupation.
  6. Upload your MITI Surat Peruntukan (allocation letter).
  7. Review and confirm your application.
  8. Pay for the shares plus the RM5.40 handling fee by DuitNow.
My MITI application payment is above my bank’s transaction limit. What do I do?

You can submit your MITI application in multiple transactions.

If I split my MITI application into several transactions, can I use a different CDS account for each?

No. You must use the same CDS account for all your applications.

What if the MITI amount is above my bank’s online transfer limit even with multiple transactions?

You will have to apply manually: submit the hard copy of the necessary documents to AscendServ and pay by bank draft.

How do I check the status of my MITI application?

Check “Application History” on the left side of the AscendServ App.

Other platforms gave me a bank account number to pay for MITI shares. Why doesn’t AscendServ?

The AscendServ App’s MITI module lets you apply entirely online, with no hard copies, and its online payment facility handles the payment for you. Once your application and payment are received, you will get an email notification.

Do I need to send AscendServ a hard copy after applying online for MITI shares?

No. Once you have completed the online application, there is no need to submit any documents to AscendServ.

Can I pay for my MITI application from a third-party bank account?

No. You must use your own funds to subscribe for the allocated shares, and confirm that you are not acting on behalf of another person. The allocation is non-transferable, and payments cannot be made from a third-party account.

Can I give my MITI-allocated shares to a friend or another MITI applicant?

No. The allocation is non-transferable, and you are not allowed to transfer it.

Can I apply for more MITI shares than I was allocated?

No. You can only apply for the number of shares MITI allocated to you. Excess applications are not allowed, and any extra payment is refunded after processing is complete.

I paid too much for my MITI application. When will I get a refund?

Within 10 market days from the date of the final ballot, without interest.

Will my MITI refund be paid by cheque or online?

By bank transfer. You will need to give AscendServ a bank statement showing your bank account details and a copy of your IC (front and back).

What happens if I do not take up my full MITI allocation?

MITI imposes a 6-month moratorium on applicants who fail to subscribe for the allocation it approved. Since 1 February 2023, investors who do not pay within the set period for their allocated Bumiputera special shares (Saham Khas Bumiputera) are placed under a six-month moratorium. For more information, see MITI’s website at https://sahamonline.miti.gov.my/

Pink Form applications (IPO shares for eligible directors and employees)

For eligible directors, eligible employees and persons who have contributed to the success of the Group who apply for IPO shares with a Pink Form. The counter, issue price, your entitlement and the closing date are specific to each IPO.

What is a Pink Form?

The Pink Application Form is how eligible persons apply for shares in an IPO. It is different from the White Application Form (or Internet / Electronic Share Application) used by the Malaysian public. In a private placement, selected investors are contacted by the placement agent and selected Bumiputera approved by MITI are contacted by MITI.

Two ways to apply for the Pink Form: Online via the AscendServ App (e-subscription), or with the printed Pink Form.

Who is entitled to apply with a Pink Form?
  • Eligible directors
  • Eligible employees
  • Persons who have contributed to the success of the Group

The management or the Board of Directors, with guidance from the IPO adviser, sets the entitlement criteria and the total allocation of shares.

What is the difference between a Pink Form and a White Form?
  • Who can apply: a White Form is an offer to the Malaysian public. Only eligible employees, directors and persons who contributed to the success of the Group can apply with a Pink Form.
  • How many shares: there is no limit on the shares you can apply for with a White Form. A Pink Form application is subject to your entitlement. Either way, the application must be for a minimum of 100 shares or multiples of 100 shares.
  • If the IPO is oversubscribed: a White Form application is subject to balloting. A Pink Form application is 100% successful.
  • Transfer: Pink Form shares are non-transferrable.
How many shares can I apply for with a Pink Form, and is my application guaranteed?

Your application is subject to your entitlement, which is the maximum number of shares you can subscribe for. It must be for a minimum of 100 shares or multiples of 100 shares.

A Pink Form application is 100% successful, with no balloting.

What do I need before I apply?
  1. A CDS account. This is the account operated by Bursa Depository for the deposit of shares. You can open one with a stockbroking firm, or through the Bursa Anywhere app.
  2. Subscription money: the money to subscribe for the shares at the issue price.
  3. Your entitlement: the notification or letter from the company, sent by email. It tells you the maximum number of shares you can subscribe for.
What is the difference between a direct and a nominees CDS account?
  • Account holder’s name: the shareholder’s own name for a direct account; the broker’s name for a nominees account.
  • IPO application (White Form): a direct account is eligible; a nominees account is not. The briefing does not say whether a nominees account can be used for a Pink Form, so please ask HR or AscendServ before applying.
  • Dividends: credited directly into your registered bank account for a direct account; credited into your trading account for a nominees account.
  • Paperwork on corporate actions (such as rights issues): managed by you for a direct account; managed by the broker, with a service charge, for a nominees account.
  • Annual reports and dividend vouchers: a direct account holder receives them from the share registrar; a nominees account holder does not.
  • Attending the AGM: yes for both, but a nominees account holder needs a proxy form.

  3. Key in your 15-digit CDS account number and the number of shares you wish to apply for.
  4. Upload a screenshot from Bursa Anywhere or your broker’s platform that shows your name and your 15-digit CDS number.
  5. Click Next, check the summary, and read and agree to the T&C.
  6. Pay through the payment gateway by DuitNow or Maybank2U.
  7. A confirmation email with the details of your subscription and payment is sent to your registered email.
How much can I pay online in one transaction, and can I split my payment?

For a Pink Form application in the App:

  • DuitNow: amounts below RM40,000.
  • Maybank2U (M2U): amounts above RM40,000, only for those with a Maybank account.

You can split your payment into several transactions. Each transaction has a handling fee of RM5.40. Adjust your bank transaction limit beforehand, because there is a cooling-off period of 12 hours.

Example, for 10,000 shares at RM0.50 (RM5,000 in all): on day 1 key in 5,000 shares and pay RM2,500 + RM5.40 = RM2,505.40; on day 2 do the same for the other 5,000 shares, again RM2,505.40. You can also make two payments a day from two banks: 2,500 shares each at RM1,250 + RM5.40, which is RM2,510.80 a day.
